Apparently, activist Michelle Crowder has a petition on Change.org to introduce a "Caylee's Law". She wants there to be a 1 hour limit for reporting a child's death and 24 hour limit for reporting a child missing. I just read this article about why this law is a bad idea.

In general, I think the concept of a time frame for a child reported missing or dead is important. The biggest thing that made the public so sure it was Casey Anthony was that she took over a month to report Caylee missing and during that time she partied like a 25 year old single non-parent. The life she had before Caylee, who's father is unknown, was conceived. A lot of cases of a young parent killing their child or children are because they want to be free of the responsibility of parenthood. Casey's actions immediately following Caylee's death definitely fits into this category. Anyone who actually believes she partied like that out of grief and lied that Caylee was with a babysitter out of denial is an idiot. I think the general idea of a time frame for reporting missing or dead children is important because it means the parent can't get much partying in before they are stuck in the reality of the mess they created making the killing not worth it.
However, the time frame mentioned for Caylee's Law is way too tight. The parent's who are innocent are more likely to do something the second they notice a problem. The question is, how long does that really take? A latch-key kid who gets taken on the way home from school won't be noticed missing until the parents come home. That could be at least two hours. A kid who is supposed to sleep over a friend's house might not be noticed as missing right away. Sometimes parents give their kids time to get home. I think if the time frames were reasonable police would still take these searches seriously. The article above mentioned that with the tight time frame mentioned there would be too many false alarms and real cases would be put off along with the false alarms by investigators.
The biggest flaws of the 24 report missing 1 hour report death issue is the time frame. Yes, more parents/caregivers would jump to conclusions and/or lie during investigations but more reasonable time references would erase the need to lie. With the tight time frame, parents would lie about the time the event happened even if they innocently discovered later then the time frame. That impacts the investigation. Professionals should be consulted for actual time frames but I say 3 days report missing and 1 day for death. If a missing child is found dead, it still would count as missing. Cover up would still be possible, true, but for the innocent cases, those parents would be protected and most cover ups are discovered anyway.
The real reason for this (and the 700,000 signatures on the petition and 16 states considering a modification of this law hopefully with more realistic time frames) is that it was obvious Casey did it but there wasn't enough proof. No justice for sweet little Caylee but with the right wording maybe justice for future victims. Casey did it, even the jurors know that. They couldn't find her guilty because Casey would be able to appeal and eventually it would come out that there isn't enough proof for "beyond a reasonable doubt". That's because she partied for a month before declaring Caylee missing, mislead investigators multiple times, and when they did find Caylee, she was too decomposed to determine even a cause of death never mind get the DNA to prove her mother is a selfish bitch.
Casey would be safer in prison next to a women who killed her ex-husband to protect her kids then out in public. She has no where to go, alienated her family who probably didn't help with child care anyway (which would have been a sanity saver) and the entire country hates her. I have no idea what her fellow inmates are like but there has to be at least one under that description in jail with her.
A reasonable time frame for these things means the body might be in better condition in the future. It might mean the next Casey Anthony can't get away with it. Technically, this Casey Anthony won't either. Justice for Caylee will be served somewhere even if out of court. Casey won't be able to make money from this because no one will pay for anything to give her money or watch any interview she does, or buy any newspaper or magazine she interviews with. She won't be able to make money or walk without being called "murderer". The real frustration is the lack of proof. That proof may have been there with timing but the timing needs to be reasonable.
Here is an article I read about a woman who also was a young single mom who missed partying but is glad her daughter was never effected by her stupid decisions. She had parents who who babysit, giving her time for Independence. An important part to remaining sane as a parent is having a babysitter come (or grandparents) sometimes to allow for independent adult time. This mom is a lot more likable.
